Frequently asked questions

Do members of Congress trade stocks in the industries their committees cover?

Yes. In this Congress, 50 sitting members disclosed 536 buys of stocks in those industries. Most by committee: House Financial Services Committee (154), House Armed Services Committee (77), House Science Committee (62), Senate HELP Committee (62), House Transportation Committee (35). A seat and a buy side by side say nothing about why the buy was made.

Which committee's members trade the most stocks?

By trades on file since 2023: House Armed Services Committee (17,473), House Oversight Committee (16,371), House China Committee (16,104), House Homeland Security Committee (5,969), House Foreign Affairs Committee (5,908). One busy trader can carry a committee, and a member can sit on more than one.

May members of Congress trade stocks in the industries their committees cover?

Yes. The STOCK Act of 2012 bars members from trading on nonpublic information gained from the job and requires them to report a trade within 45 days, but nothing in it bars a member from trading in an industry a committee covers. A wider ban has been proposed in both chambers.

How do you decide what a committee covers?

By our own reading of its remit, matched to the industry the company's listing gives: Armed Services and an aerospace and defense stock count, Armed Services and a railroad do not. Only buys made since this Congress began count, because the committee list is today's and seats are handed out afresh each Congress.

How do I see what one member traded?

Pick a committee, then the member. Their page shows every disclosed trade, the latest filing and how each stock has moved since it went public, with a link to the official filing.
